Annette Ryan is a senior public servant with more than 30 years of experience in economic analysis, fiscal policy, taxation, and public finance. Over the course of her career, she has worked across several departments within the Government of Canada and the Government of Prince Edward Island, leading major policy, regulatory, analytical, and operational functions that support evidence-based public finance and economic governance.

Between 2019 and 2026, Ms. Ryan served as Deputy Director, Partnerships, Policy and Analysis, and Chief Financial Officer at the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC). In this role, she advanced Canada’s anti-money-laundering and anti-terrorist-financing priorities, strengthened Canada’s financial and strategic intelligence capabilities, and oversaw major corporate functions.

Prior to joining FINTRAC, Ms. Ryan served as Associate Assistant Deputy Minister of Financial Sector Policy at the Department of Finance Canada from 2017 to 2019. She has also held various senior positions at Employment and Social Development Canada, Industry Canada, the Treasury Board of Canada Secretariat, and the Privy Council Office. In these roles, she led government-wide analysis of statutory and voted expenditures, developed integrated data systems to forecast authorities and spending across departments, and played a key role in fiscal federalism, including Equalization, the Canada Health Transfer, the Canada Social Transfer, and intergovernmental negotiations.

Early in her career, Ms. Ryan worked at the Prince Edward Island Provincial Treasury, where she led forecasting, analysis, and advice on federal transfers, taxation, and provincial revenues. She also served as a research economist at the Institute for Fiscal Studies in the United Kingdom, where she conducted econometric analysis on labour markets, investment, and innovation.

Ms. Ryan holds a Bachelor of Arts in Mathematics (Honours) from Acadia University and a Master of Philosophy in Economics from Oxford University, where she studied as a Rhodes Scholar.
