Nancy Bélanger was first appointed as Commissioner of Lobbying in 2017, for a seven-year term. She is a fluently bilingual communicator with extensive leadership experience and legal expertise.

For the past seven years, as Commissioner of Lobbying, Ms. Bélanger has been responsible for regulating federal lobbying activities. This includes administering the Lobbying Act and the Lobbyists’ Code of Conduct to ensure lobbying activities by federal officials are transparent and ethical as well as raising awareness of lobbying requirements among stakeholders.

Prior to her appointment, Ms. Bélanger was Deputy Commissioner, Legal Services and Public Affairs, with the Office of the Information Commissioner (OIC). She initially joined the OIC in 2013, as General Counsel and Director of Legal Services. She also spent six years as General Counsel with the Office of the Conflict of Interest and Ethics Commissioner.

Throughout her career, Ms. Bélanger held positions with the Department of Justice Canada, served as Executive Officer to the Chief Justice of the Federal Court, and was a Senior Legal Advisor with the Immigration and Refugee Board of Canada. She joined the federal public service in 1993 as a Law Clerk with the Federal Court.

Ms. Bélanger holds a Bachelor of Laws and a Master of Laws, both from the University of Ottawa, and is a member in good standing of the Law Society of Upper Canada.
