At the 2026 NATO Summit in Ankara, Türkiye, Prime Minister Carney announced a series of initiatives to strengthen the Alliance’s collective security and support Canada’s defence industry.
Defence industry and investment
Defence, Security and Resilience Bank

The Defence, Security and Resilience Bank (DSRB) is a new multilateral financial institution that will provide long-term, low-cost financing for defence, security and resilience projects. Building on successful negotiations with international partners in Montréal this spring, Prime Minister Carney welcomed support from eight countries for the DSRB. Canada is helping lead the establishment of this new multilateral financial institution that will mobilise and deploy private capital quickly to bolster collective security. As the future host of its headquarters, this Canada-led Bank will provide long-term, low-cost financing for defence, security, and resilience initiatives across supply chains, helping governments and small and medium-sized enterprises address critical financing gaps. The DSRB will also spur significant job creation across member countries – with new orders for businesses in defence industries and new partnerships in emerging sectors from AI and quantum to space and cyber.
Opening negotiations to join the NATO Innovation Sub-Fund

The NATO Innovation Fund (NIF) was launched in 2022 to help develop emerging and advanced technologies that are important for NATO’s defence and security. The Fund offers potential opportunities for Canadian innovators to access capital, strategic networks, and transatlantic markets. Canada has agreed to enter negotiations to join Sub‑Fund 1 of the NIF as part of its efforts to strengthen its role within NATO’s innovation ecosystem, enhance access to investment opportunities, support the objectives of Our North, Strong and Free defence policy and Defence Industrial Strategy, and contribute to shaping the Fund’s future direction. The conclusion of negotiations is expected before the end of the year.
2027 NATO Industry Forum

Canada will host the 2027 NATO Industry Forum – the primary venue for NATO’s strategic dialogue with the defence, industrial, and dual-use technology sectors to promote innovation and capability development within NATO. Held every two years, the NATO Industry Forum is a gateway event for NATO to shape industry strategies and for industry to inform NATO planning and priorities.
Transatlantic security
Operation REASSURANCE evolution and extension; Multi-National Division North Co-Framework Nation

This funding will be used to support the evolution and extension of Operation REASSURANCE – Canada’s largest overseas mission – until 2031. This includes plans to increase Canada’s persistently deployed personnel to up to 2,600 – strengthening NATO presence on the Eastern Flank and expanding Canada’s military capabilities. As part of this evolution, Canada will join Latvia and Denmark as the third Framework Nation for Multinational Division North.
Joint Strike Missiles
Funding: Approximately $800 million over eight years
Partner: Kongsberg Defence and Aerospace
This funding will be used to procure Joint Strike Missiles, a long-range missile, which will be integrated into future fighter aircraft, including F-35 fighter jets. By acquiring advanced air-to-surface missiles, the Royal Canadian Air Force will be equipped with the modern capabilities it needs to effectively defend against evolving threats, maintain an operational advantage over adversaries, enhance interoperability with its Allies, and deliver on its NATO and NORAD commitments. This contract includes acquisition of missiles, supporting hardware, technical data, and training.
Light Utility Vehicles
Funding: $180 million over five years
Canada is strengthening its contribution to NATO and advancing its Land Light Utility Vehicle project with a revised procurement approach, in line with the Buy Canada Policy and the Defence Industrial Strategy. By focusing on Canadian suppliers for the militarised portion of the fleet, the project will strengthen Canada's defence industrial base as it delivers a highly mobile fleet of militarized light utility vehicles and light utility trailers to support the Canadian Armed Forces on domestic and international operations. This approach will enhance operational readiness, expand Canada's defence capabilities, and strengthen Canada’s contribution to NATO. Procurement for the commercial fleet is already underway.
Support for Ukraine
Ammunition
Funding: $475 million over three years
Partners: General Dynamics Ordnance and Tactical Systems – Canada (GDOTS-C) and the Czech Ammunition Initiative
Ammunition remains one of Ukraine’s highest priorities. Of the total $475 million commitment, $75 million will be directed toward sourcing priority extended-range rounds through the Czech Ammunition Initiative this year. This announcement brings Canada’s total contribution to the Czech Ammunition Initiative to $470.9 million. Over three years, $400 million will be used to procure more than 39 million rounds of small, medium, and large-calibre ammunition manufactured in Canada, including rifle conversion kits, protective equipment, and over two million training rounds.
Armoured vehicles
Funding: Nearly $400 million over two years
Partner: General Dynamics Land Systems – Canada
Building on the donation of over 400 armoured vehicles – announced in February 2026 – this funding will support the delivery of an additional 35 armoured vehicles built in Canada, including 10 ambulances, 25 mobile recovery vehicles, training, weapon systems, and in-service support.
Information technology and engineering equipment
Funding: $50 million
Partners: Various
This funding will provide critical information technology (IT) and engineering equipment to Ukraine. This includes $34 million in IT and cyber support – such as industry-led certification training, software licences, and AI-generated 3D map products – as well as backhoe loaders and spare parts to support Armed Forces of Ukraine operations.
Arctic security
An agreement-in-principle on Enhanced Satellite Communications Project – Polar (ESCP-P) project
Partner: Telesat
This agreement-in-principle with Telesat will provide, through Lightspeed, reliable MIL KA continuous satellite communications to support domestic and continental operations in the Arctic, essential for Beyond Line Of Sight communications in the Arctic. This agreement-in-principle is part of the strategic partnership Canada established with Telesat and MDA Space in December 2025 to ensure a strong role for the domestic space sector, while reinforcing the government’s commitment to Arctic security, Canadian sovereignty and creating high-quality jobs with our generational investments in defence.
